Internal Complaints Committee (ICC)


G. S. Science, Arts and Commerce College works incessantly to pursue it motto “Tamaso Ma Jyotirgamay” (From Darkness to Light). We are a 75-year-old institution with almost fifty percent female students. We take utmost care to ensure that the institution works on the principals of gender equality, mutual respect and courtesy. Accordingly, we have established an Internal Complaints Committee to prevent and (if necessary) deal with matters of physical, mental and sexual harassment of women (including female students and staff members). This committee has been established in keeping with the ethos of our institution and in compliance with the instructions of National Commission for Women and the directives of Hon’ble Supreme Court on the subject of sexual harassment of women in the workplace as well as S G B Amaravati University letter of 19 September 2005.

• All students, teaching faculty as well as administrative staff (both contractual and temporary) of the college will come under the purview of the policy pursued by the Internal Complaints Committee.

• Only the matters pertaining to sexual harassment and/or discrimination of staff and students will be under the jurisdiction of ICC.


Objectives of the Committee


  1. To prevent and (if necessary) deal with all forms of sexual harassment against women staff and students.
  2. To ensure fair and transparent proceedings in dealing with the complaints.
  3. To protect the privacy and confidentiality of the complainant and the accused.
  4. To make sure that complainants, witnesses and the harasser do not face victimization and discrimination during the process of enquiry.
  5. To deal strictly with any attempt to provide false information intentionally.

Procedure for Filing Complaint with the ICC


  • Complaints regarding Sexual Harassment must be made in written (legible handwriting) or typed on paper.
  • Nature of the complaint should be clearly stated in detail with dates and locations.
  • The aggrieved person can make the written complaint of sexual harassment at workplace within a period of three months from the date of the incident and in case of a series of incidents, within a period of three months from the date of last incident.
  • The complaint must not be anonymous and the aggrieved person’s name and address should be clearly mentioned.
  • As per the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Rules, 2013, in case the aggrieved woman is unable to make a complaint because of her physical incapacity, a complaint may be filed on her behalf by her relative or friend or her co-worker or an officer of the National Commission for Woman or State Women’s Commission or any person who has knowledge of the incident, with the written consent of the aggrieved woman.
  • The written complaint should be handed over to any member of the ICC or any higher authority of college like the Principal or the Registrar.
